Upham Parish Council held their Monthly Parish Council Meeting on Monday 27th July, 2020 virtually due to the coronavirus emergency which meant that a Public Meeting was not possible but it was in the best interests of residents to continue to hold a Meeting.
Cllr Halsall (Chair), Cllr Ashe, Cllr Snowdon, Cllr LeMay, Cllr Dalley, Cllr Croucher, District Councillor Lumby and Mrs Anne Collins (Clerk) were involved in the Meeting. County Councillor Humby and District Councillor Ruffell sent their apologies.
Cllr Snowdon gave a Highways Report and said that a positive Meeting had been held with HCC Highways representatives on 13th July to discuss the landscaping and highways improvements along the Winchester Road. Further information has been requested from HCC. Designs for village gateway signs, bus shelters and a bike rack are also being discussed.
Eastleigh Borough Local Plan
Cllr Ashe reported that the Inspector’s Report was accepted by Eastleigh Borough Council for their Local Plan. This will mean that the Local Plan will go ahead without Areas B and C. Information has been circulated via the Upham Update to residents.
The updating of the village website is nearly completed. Old information has been deleted and some sites have now gone live. A Meeting will be arranged with the website team to tidy up some of the information and then it is hoped all will be completed.
Upham Emergency Plan
The Upham Emergency Plan has worked well throughout the Coronavirus emergency and residents have all pulled together to help as and when required. The restrictions are being lifted all the time and at the moment Upham Parish Council are looking to re-open with restrictions, the pavilion so that UFC are able to start their football games.
Tree Planting and Biodiversity
Cllr Halsall reported that an offer has been made of some trees which could be planted in the village. The Green Group will look at various areas that could accommodate a tree. WCC have a Greening Campaign and Councillors agreed that they would like to sign up to this Campaign.
Cllr Halsall, Cllr Dalley and the Clerk attended a Presentation from WCC about Biodiversity. Tree planting, wild flower verges, and other biodiversity issues were discussed. The Green Team will look at the ideas and see where we can incorporate these ideas into Upham.
VE Day Commemorations
Cllr LeMay gave an update on the VE Day Commemorations. It does look as if this will not be able to happen this year, but in 2021. Once guidance allows, the Committee will be able to look at dates and make preparations.
Village Litter Pick
The Village Litter Pick arranged for September will be going ahead and Cllr Halsall will advertise the date and details shortly.
Village Design Statement
The Village Design Statement is being updated and volunteers have come forward to help. It is hoped that individuals can be approached to help.
District Councillor Lumby sent a Report along with District Councillor Ruffell. This Report included updates on the re-opening of community facilities, Grants available, the new garden waste collection service and developments in Winchester City.
Neighbourhood Watch Report
Cllr Croucher gave a Neighbourhood Watch Report. The main areas of concern at the moment are thefts of catalytic converters, which are being targeted, and thefts from homes now that lockdown has been lifted. Cold calling is also on the increase. A NHW Report will be sent out to residents shortly.
A donation to the Winchester CAB was approved as an appreciation of the tremendous amount of work that they have been carrying out throughout the current emergency.
Upham Recreation Ground
The new piece of play equipment will hopefully arrive during August at the Recreation Ground. Councillors were anxious that the children should have the opportunity to enjoy this through the summer if possible.
A Financial Report was given by the Clerk for July.
There is no Parish Council Meeting planned for August (unless a Planning Meeting is required) so the next Parish Council Meeting will be on Monday 28th September, 2020 and this will be held virtually if we cannot hold a face to face Meeting.
