Meeting Report, Monday 18th May 2020

Upham Parish Council held their Monthly Parish Council Meeting on Monday 18th May, 2020 via a Conference Call due to coronavirus which meant that a Public Meeting was not possible but it was in the best interests of residents to continue to hold a Meeting.

Cllr Halsall (Chair), Cllr Ashe, Cllr Snowdon, Cllr LeMay, Cllr Dalley, Cllr Croucher, District Councillor Lumby and Mrs Anne Collins (Clerk) were involved in the Conference Call.

County Councillor Humby and District Councillor Ruffell were not involved in the Conference Call, but did send Reports and Updates throughout the month.


Cllr Snowdon said that no further progress has been made on the landscaping proposals for the Winchester Road as he had not received a response from Hampshire County Council.  County Councillor Humby will be asked to chase this up so that we can progress.  The Speed Indicator Sign statistics will be analysed by Cllr Snowdon and Cllr Dalley.  It appears that traffic is going faster at the moment.  DC Lumby added that the Police and local Authorities are looking at ways to find solutions to slow the traffic down.


Cllr Ashe reported that requests from residential properties for fibre to the property for a faster broadband can be put into BT from 18th May.  A note will be put on commshub reminding residents to put in their request.

Eastleigh Local Plan

Cllr Ashe reported that based on the latest conversation with the Plan Programme Officer on 13th May, Eastleigh Borough Council is working on producing the further evidence and reports requested by the Inspector and on agreeing the draft main modifications to the Local Plan.  It is expected that this will take them to the end of June at the earliest.  The Inspector then needs to study the material, followed by a 6 week public consultation.  The Inspector will then prepare a final Report, and if this is favourable EBC may move to adopt the modified Plan.  It is therefore considered unlikely that the modified Local Plan would be ready for adoption by EBC until the very end of this year or early into 2021.

Upham Pond

It is hoped that the tree felling work around Upham Pond will be carried out next week.  Notices will be placed around the Pond when we know the exact date the work is going to be carried out.

Village Website

Cllr Halsall reported that the updating of the Village website is continuing and the Sub-Committee will be discussing shortly the Draft new village pages.  The updating of the Village Design Statement is continuing, but more residents need to get involved.

Emergency Plan

The Upham Emergency Plan has been activated, and along with the Upham Community Group any residents needing assistance have been contacted.

VE Day Commemorations

Cllr LeMay said that the VE Day commemorations have been put on hold for the time being, but it is anticipated that the Dance/Supper Evening will be held when restrictions are lifted.

Slash Pond

Slash Pond has had a second maintenance cut and wild flowers have been planted.

Neighbourhood Watch Report

Cllr Croucher gave a Neighbourhood Watch Report stating that there has been an increase in porch pirates (taking parcels from doorsteps once delivery has been made).  Cyber crime is also still very active.

Councillors Reports

District Councillor Lumby sent his Report and added that the Waste Recycling Centres are now open again and there is a back-log of fly tipping incidents.  Additional green recycling bins are available, and also green waste bag replacements.   These can be ordered by phoning 0300 300 0013.

Upham Recreation Ground

The signs at Upham Recreation Ground will be refreshed to warn any visitors about the social distancing regulations as some complaints have been received concerning some people who are not adhering to government regulations.

Upham Village Hall

Cllr Dalley reported that although there have been no Hall Management Meetings the Committee have kept in touch via e-mails.  The Pre-School is open for key workers’ children and the resurfacing work on the car park has been completed.  A Grant which was available for Village Halls has been applied for and was successful to cover the loss of bookings.

Financial Report

A Financial Report was given by the Clerk for May.

The next Parish Council Meeting will be on Monday 22nd June, 2020 and this will be held via Conference Call if we cannot hold a face to face Meeting.
